Derogatie is meer mest en meer dieren

Nederland heeft een uitzonderingspositie in de EU en mag daardoor veel meer mest uitrijden dan andere EU landen. Deze ‘derogatie’, die wordt verleend door de Europese Commissie, is echter gebonden aan een aantal voorwaarden, die de Nederlandse veehouderij keer op keer heeft overschreden. Dit alles met het doel om maar zoveel mogelijk dieren te kunnen houden. Zo wordt het afgesproken fosfaatplafond structureel overstegen en blijken de nitraatconcentraties in grondwater hoger dan is toegestaan.

Fraude en misleiding

Maar zelfs dat is niet voldoende: door op grote schaal te frauderen met de mestboekhouding kunnen boeren nog veel meer stront uitrijden. De overheid grijpt nauwelijks in en blijft inzetten op zelfregulering. De Europese Commissie is onvoldoende op de hoogte van deze situatie omdat de Nederlandse overheid en de boerenlobby misleidende informatie verstrekken.

De gevolgen zijn desastreus

Mest vergiftigd langzaam maar zeker onze weilanden, bossen en grond- en oppervlaktewater. Waterleidingbedrijven stoppen met de inname van water, resistente bacteriën komen overal voor in oppervlaktewater, weidevogels sterven uit en de biodiversiteit holt achteruit. Door stijgende ammoniakemissie en fijnstof in de lucht hebben mensen die in de omgeving van de vee-industrie leven vaker longaandoeningen. En dan draagt de vee-industrie ook nog eens in grote mate bij aan klimaatverandering.

Nu is het moment!

Maar er is nu een unieke kans om de intensieve vee-industrie een flinke slag toe te brengen. Binnenkort besluit de Europese Commissie over het Nederlandse derogatie verzoek voor de periode 2018-2021. Zonder deze ontheffing zal een overschot aan mest ontstaan en zal met name de varkenshouderij flink moeten inkrimpen. Waarschijnlijk zullen vooral de verouderde stallen verdwijnen waar varkens in stinkende en verontreinigde lucht staan.[1] Eindelijk, zullen veel mensen zeggen.

Rapport

Geen derogatie is goed voor mens en dier, voor de natuur en voor het klimaat. Dier&Recht heeft een rapport opgesteld waarin wordt aangetoond dat een nieuwe derogatie voor Nederland volstrekt onverantwoord is. Dit rapport geeft meer informatie over:

• Het overschrijden van de nitraatnormen en het fosfaatplafond
• Gesjoemel met ammoniakemissies
• Fraude met mest, bermen en aantallen dieren
• Mensen die ziek worden of eerder sterven door de nabijheid van stallen
• Falende zelfregulering

[1] De NVWA begint dit jaar met controles van de luchtkwaliteit in varkensstallen. Als Nederland geen derogatie krijgt, zal dit eraan kunnen bijdragen dat deze stallen verdwijnen.

Derogation means more manure and more animals

The Netherlands has a special position in the EU, allowing Dutch farmers to spread more manure than their European counterparts. Still, this derogation, as it is called, granted by the European Commission, has a number of conditions attached to it, all of which Dutch livestock farmers have been exceeding time and again. Why? Well, so as to keep as many animals as possible.

Fraud and deception

Yet, even that is not enough: by committing fraud on a large scale farmers can spread even more manure. The government hardly intervenes and keeps supporting self-regulation. The European Commission is ill-informed about this matter since the Dutch government and the farmers’ lobby provide it with misleading information.

Disastrous effects

Manure is slowly but surely polluting our fields, forests, and ground- and surface water. Water companies are pulling away from collecting water; resistant bacteria abound in our surface water; meadow birds are dying out, and biodiversity is rapidly going downhill. Due to rising ammonia emissions and fine particulates, people living near livestock farms suffer more from lung diseases. And last but not least, the livestock industry is for a large part responsible for climate change.

Now’s the time!

There is a unique opportunity now to deal the livestock industry a heavy blow. The European Commission is soon going to decide on the Dutch derogation request for the period 2018-2021. Without this special dispensation manure quota will be exceeded. Especially pig farming will have to scale down. Most likely, mainly the out-dated stables will go, in which pigs are kept in putrefying air.[1] None too soon, many people will say.
